On the 12th of November, in La Havana, the second meeting of the Technical Secretariat of the Articulated Platform for the Comprehensive Territorial Development in Cuba (PADIT) was held; with the participation of all the leader and associative institutions of PADIT. This technical dialogue forum represents an important moment of articulation and coordination among the provinces and the national institutions which share the progresses and to define the strategy lines that will be presented in the National Coordination Committee (CNC) of the Platform.
The PADIT Platform is driven by the Ministry of Economy and Planning (MEP), the Institute of Physics Planning (IPF), the Ministry of Foreign Trade and Foreign Investment (MINCEX), the National Institute of Economic Researches (INIE) and with the support of the United Nations Development Programme (UNDP) and COSUDE. During these 11 months, four provinces and municipalities (Holguín, Cienfuegos, Artemisa y Pinar del Río) participated in an important task: programmatic definition of the actions at territorial and national level; prioritization of themes and cross-cutting approaches, actors and institutions; stimulating an inter-institutional work and interchange of knowledge and experiences, mainly regarding decentralization processes and the support to local economic development.
Among the main topics of the Technical Secretariat was the proposal to support the “Temporary Working Group (GTT) for the drafting of the political proposal of economic and social territorial development”; shared by the MEP and evaluated in a participatory way. The Commission for the Implementation of the Guidelines is responsible for four key areas: Decentralization and definition of competencies; Municipal Tool for the Territorial Economic and Social Development Strategy (EDEST); the Provincial Tool for the EDEST; the Fund for Local Development.
Secondly, the representatives of the Provincial Administration Councils shared their efforts to strengthen the provincial working groups and the preparation processes for the implementation of the territorial demonstrative actions. In addition, the proposal for an info-communicational program based on tools to ensure a harmonized and efficient communication about the actions of the Platform was ratified. Lastly, an indicators system of the different components of the Platform with the objective of creating a measuring frame that allow monitoring the results of the PADIT was planned.
PADIT is a frame program that provides a development articulated platform that drives decentralization processes, the strengthening of local and territorial capacities for the local social and economic planning and development, the management of the development and multilevel articulation. PADIT counts on the financing of the Swiss Agency for the Development and Cooperation (COSUDE).
