Background and Priorities

UNDP ART GOLD was launched in Gabon in 2006 in 5 provinces: Province of Estuaire, Province of Ogooué Maritime, Province of Haut Ogooué, Province of Moyen Ogooué and Province of Woleu Ntem. In 2013 started the second phase of the programme which is ownership and institutionalization. This phase is characterized by several modifications in the implementation bodies. As such, 5 new Provincial Working Groups and 15 Local Working Groups have been established in the different provinces and departments. The 75 members of these new instances have conducted participative planning processes that led to the elaboration of 6 new local development plans and 6 guidelines for decentralized cooperation. The general context during this period is marked by the local elections that led to the renewal of approximately 70% of local councilors and mayors. Therefore, advocacy work and mobilization started with them to ensure continuity of the program actions in local authorities.

Activities in details

 5 PWG and 15 LWG have been established, and 5 annual working plans have been elaborated and executed by the PWG. 8 communal technical teams have been created and a participative planning guide has been elaborated and validated. Furthermore, 6 new local development plans have been elaborated as well as 6 departmental guidelines. 75 members of the PWG and LWG have benefited from training on ART methodology, 150 actors have benefited from training on planning including 40% of women. Also, 10 women’s groups have been trained in management and leadership technics. Besides, 45 promoters of micro-projects have been trained in technical fields and in project management, including 55% of women, and 2 provincial workshops on the post-2015 were organized.

UNDP ART in Gabon also supported the realisation of 8 micro-projects in the fields of health, education, LED and income-generating activities.

Finally, the local actors have participated to the UCLG Summit and to the Second Forum of LED, and partnership agreements were signed with local institutions for capacity-building and support to the implementation of micro-projects.

Results at national level

An operational framework for planning, monitoring and coordination of operational Local Development has been established and strengthened. The capacity and skills of local actors in planning and program management have been developed and strengthened and decentralized cooperation has been developed.
