Background and Priorities

In March 2007, the UNDP ART Lebanon Programme began implementation of its initiatives in four priority regions in the country, characterized by their high levels of poverty and deep economic problems: the Interprovincial Region of Northern Lebanon (3 Kadas: Akkar, Minieh/Dinniyeh, and Tripoli), the Interprovincial Region of Southern Lebanon (5 Kadas: Marjeyon, Bint Jbeil, Nabatiyeh, Tyre and Hasbaya), the Bekaa Region (5 Kadas: Rashaya and West Bekaa, Hermel, Baalbeck and Zahle) and the Southern Suburbs of Beirut (1 kada: Mount Lebanon). The programme, managed at the national level by the Government of Lebanon represented by the Council for Development and Reconstruction (CDR) and the UNDP.

During 2013, UNDP and CDR launched phase II of the programme for additional three years (2013 – 2015). For the next phase, the programme will continue strengthening the decentralized cooperation partnerships, ensuring the activation of the national committee and supporting the sustainability of the Local Economic Development Agencies in the four regions (North, Bekaa, South and Beirut Southern Suburbs). 

 

Activities in details

  • In the North:

Several activities were led in the North of Lebanon. In El Fayhaa, the management of touristic and cultural sites has been enhanced and a football playground has been rehabilitated in Halba village. LEDAs have been strengthened too. Furthermore, coaches benefited from a TOT training in football game and a football tournament has been organized.

  • In Bekaa:

A capacity building programme on Strategic Planning, Tourism Dynamics and Product Development had been conducted as well as a 3 days training workshop on Strategic Planning and Networking. Also, two youth from Bekaa region participated in an off-season camp in Italy.

  • In the South:

The Union of Jabal Amel Municipalities as strengthened its capacities in terms of territorial planning in energy and waste management. Also, a cultural and education center was established in Kawkaba village to support youth activities.

  • Beirut Southern Suburbs:

One of the main activities led in Beirut Southern Suburbs was the household survey conducted in Furn El Chebak Municipality. Besides, the PHCCs in Haret Hreik and Ghobeiry Municipalities benefited from a technical assistance provided by Tuscany region. In the field of education, a support was given to “School based Oral Health Education” in collaboration with MEHE and Laziosanita. In Al Mreijeh Municipality, support classes have been provided to the students of Mreijeh Public School. Finally, LEDAS have been strengthened and the fishing cooperative in Ouzai port has been supported.

Results at national level

UNDP ART ensures that all projects are in alignment with the national strategy and policy of line ministries of Environment, Agriculture, Interior and Municipalities, and Social Affairs. The strong liaison, collaboration and coordination between UNDP ART Lebanon and relevant ministries have contributed to government ownership of ART projects and to projects’ sustainability.

Since its on-start, UNDP ART Lebanon has established more than 50 decentralized cooperation partnerships promoting dialogue and peace and contributing to the socio economic development of local communities.
