Background and Priorities
ART GOLD Indonesia (AGI) was officially closed at the end of December 2011 but an independent evaluation recommended further actions to the institutionalization of ART mechanisms for international cooperation. To mainstream its results, the National Coordination Committee (NCC) on 9 December 2011 has agreed to merge AGI into UNDP PGSP Project (Provincial Governance Strengthening Programme). This project aims to support the Government of Indonesia to address some of the challenges associated with decentralization policies and in particular to the efforts in strengthening provincial governance to attain good governance. The ART component was inserted under the Output 3 of PGSP whose emphasis is on governance innovations.
ART is being mainstreamed into PGSP Project effective in June 2012. The core idea of ART in PGSP is the strengthening of local government and their aid coordinating bodies in achieving thematic local development priorities that is open to international cooperation. To this end, in 2012 PGSP has supported the reactivation and revitalization of aid coordinating bodies in two of its pilot provinces: SPADU-KPLI in NTT (East Nusa Tenggara) and Provincial Working Group (PWG) in Gorontalo.
Activities in details
International development cooperation (including South-South Cooperation) within Bappeda (Regional Planning Development Agency) has been institutionalized, taking into account PWG (Provincial Working Group) as think tank, through coordination meetings, workshops on international cooperation mechanism development and South-South cooperation, the mapping and data collection of donors, audiences with government officials, trainings on concept note writing, local development micro grants programme, etc.
Besides, the PDG (Provincial Development Guidelines) have been revitalized, adapting to the government initiative on mid-term plan for grant (kerangka perencanaan jangka menengah KPJM PHLN) through coordination meetings, public discussions on PDG and workshops among Provincial and District governments, learning session from BAPPENAS (National Planning Development Agency), etc.
Also, staffs of SPADU (Integrated Secretariat for Development Cooperation with International Organizations) and district Sekbers have been trained on the coordination and management of external funds. As such,
SPADU’s website has been revamped and the web skills of its staff improved. Moreover, a seminar workshop on technicalities of coordinating, administering, and managing external funds has been organized.
Finally, the province of NTT and the province of Gorontalo have both benefited from training on concept note writing in order to promote potentialities of the provinces which open up for international cooperation through ART Initiative Facility.
Results at national level
The Programme has supported the Indonesian Government in policy formulation on aid effectiveness mechanism for subnational level, including stock taking study on aid effectiveness at local level. It has also initiated a study on territorial approach to international cooperation and the opening of access for local players to tap into available international resources.
