Background and Priorities
UNDP ART GOLD Programme was launched in Mauritania in 2011. In 2013, the programme was in the consolidation phase in the Wilayas of Assaba and Brakna and in the startup phase in the Wilayas of Guidimakha and Gorgol.
The objectives of the programme in 2013 were to strengthen the appropriation by the central government, to develop the partnerships and to foster the resources’ mobilization. The priority was given to the reinforcement of the LED dimension in order to support inclusive and participative dynamics, gathering public and private actors as well as civil society to develop competitively the endogenous economic potential through inclusive and sustainable growth.
Activities in details
In the Wilaya of Assaba, the ownership mechanism has been completely achieved. The Wali of Assaba, who is the president of the RWG, has proposed to lead strategic actions on the basis of the guidelines of the region such as the coordination and the organiation the second edition of the National Faire of Livestock, the organization by the RWG of an organizational system for the disposal and marketing of the production of gardening at the local level through the establishment of a rotation scheme involving the different actors of the production chain (producers, transporters, traders and consumers). Another activity was the participation of a delegation from Assaba to the workshop on LED, Climate Change and Food Security that took place during the festival of Dates.
In the Wilaya of Brakna, the RWG has been consolidated but the ownership has not been totally achieved yet.
In the two Wilayas, the members of the RWG have benefited from training on project formulation and have been supported in the implementation of the participative planning (elaboration of 2 sectorial projects sheets, 1 for each Wilaya). Furthermore, the two RWGs have been supported in the interregional workshops organized by UNDP and the MAED in the framework of the national consultations on the post-2015 development agenda.
After the formulation of the RWG by the Walis, UNDP ART GOLD has facilitated the holding of 4 regular meetings and of 4 thematic meetings in which the guidelines elaboration’s process was initiated. Besides, UNDP ART has supported the implementation of a triangular cooperation between the Municipality of Malaga (Spain), the Municipality of Chefchaouen (Morocco) and the Municipality of Kaédi (Wilaya of Gorgol) about the following activities: Elaboration of a project document, the organization of a mission of the Municipality of Malaga to make a diagnostic of the needs of the municipality in terms of modernization of the communal management and the organization of training on information technology for the Municipality of Kaédi. UNDP ART also supported the identification and the formulation of a LED component.
Results at national level
Several regional consultations have been realized in support to the different Ministries in order to inform and enrich the elaboration process of documents or politics at the national level such as the National Report on the Post-2015 Development Agenda, the capitalization of the identification of priorities and potentialities in the guidelines and the organization of the day discussion between partners on the potentialities and challenges for local development in Mauritania.
UNDP ART GOLD Programme in Mauritania has also contributed, through a technical and financial support, to the organization of the National Faire on Livestock and to the formulation and consolidation of the National Strategy of Development of the rural sector.
