PADIT in its first National Coordination Committee

With the signature of the Cienfuegos Province’s project, on June 18, the phase of implementation of the Territorial Platform PADIT in this Cuban province starts.

After a comprehensive phase of territorial programming, with several months of participatory work at local level, the actions to be implemented in Cienfuegos have been successfully defined and will be articulated around some key issues like cooperation and articulation of development actors, linking cultural heritage with local development, agro-industrial chains, and the decrease of the vulnerabilities and analysis of population dynamics.
This project was signed during the first meeting of the National Coordination Committee of the Articulated Platform for Territorial Integral Development (PADIT) of UNDP, United Nations Development Programme in Cuba. In the protocol room of the Ministry of Foreign Trade and Foreign Investment (MINCEX), senior representatives of the Ministry of Economy and Planning (MEP), the Institute of Physical Planning (IPF), the National Institute of Economic Research (NIER) and the the Councils of the Provincial Administration of Holguin, Cienfuegos and Pinar del Rio, the Swiss development Cooperation (SDC) and the same United Nations Development Programme (UNDP) met in order to start with the implementation of the PADIT in Cuba.
In this first meeting of the National Coordination Committee of the PADIT, it was highlighted the importance of taking into account technical and management areas for the articulation of actors and for participatory processes for decision making. The Technical Secretariat and the National Coordination Committee of the PADIT are key and open spaces for the joint development of proposals and processes carried out in the PADIT framework.
All parties participating in the meeting stressed the dimension of the PADIT platform. As Aizel Llanes (territorial Director of MEP) indicated, the essence of the Platform is to integrate and coordinate similar actions and initiatives of collaboration in various areas. The strategic and integrated approach of the PADIT, added Jesus Rey Novoa (Coordinator of Local Development in Cienfuegos), responds to the challenge of avoiding isolated initiatives and the territorial fragmentation and to generate a territorial and multilevel perspective.
Another issue addressed in this first meeting was the importance of strengthening national strategies and their connection to territorial planning and management on issues of development and decentralization processes under the leadership of MEP, NIER and IPF.
In addition, it should be highlighted the validation of the integration of partner institutions as the Center for Local Development and Community (CEDEL) of the Ministry of Science, Technology and Environment of Cuba (CITMA), the United Nations Population Fund (UNFPA) together with the Center for Demographic Studies of the University of Havana (DESC), the Faculty of Communication of the University of Havana and the Institute of Industrial Design (ISDI).
It was emphasized the need of including new actors of bilateral cooperation to the platform and to strengthen strategic alliances. Moreover, it was recognized the importance of maintaining a vision of opportunities and potential for local development, taking into account the approach of the Cuban leading priorities.
