Background and Priorities
The year 2012 was marked in Senegal by important political changes that have profoundly restructure the system of public administration, affecting UNDP Senegal and therefore the ART program. Indeed, the absence of anchoring of the program during the last eight months of 2012 has greatly affected the proper implementation of the activities originally foreseen in the Action Plan of 2012. However, several activities have been implemented in the regions of Ziguinchor and Luga. The year 2012 was marked by the publication and delivery of the guidelines documents, the functionality of the “Maisons de Developpement Local” (houses of local development), further impact projects, the development of the strategy and the communication plan, as well as the capitalization of good practices and key actions of the ART GOLD Programme.
Activities in details
In Luga Region, a restitution and validation workshop on the state of decentralized cooperation has been organized as well as two workshops for dissemination of the Guidelines Documents of Louga and Ziguinchor among the associations of local authorities, the partners of decentralized cooperation and AECID, UNDP, the private sector and civil society. In Ziguinchor Region, three « Maisons de développement local » (MDL) have been established and equipped and they have benefited from two technical support missions.
Besides, the partnership between the Region of Tuscany and Ziguinchor has facilitated the achievement of some key capacity building activities. In addition, the plan for capacity building (on the gender approach, planning, project management and LED) of the regional actors of Louga and Ziguinchor has been executed.
UNDP ART in Senegal has also ensured the training of four management committees of ASUFOR (Association of Boreholes Users) and of two agents of the Human Resources Direction of Louga about the drinking water management and the maintenance of hydraulic structures. In the Louga Region, in the department of Kebemer, more than 7000 persons have now access to drinking water thanks to the financial support of the Lombardy Region.
Moreover, the Programme has supported the elaboration of four projects from the guidelines and has allowed the the establishment of a functional mechanism of management and coordination as well as a mechanism for capitalization and exchange with UNDP ART international networks. In this regard, a mission has been organized in Morocco for the exchange and sharing of experiences on strategies for mobilizing partners.
Finally, the harmonization workshops of methodologies and local planning processes have led to the updating of the Regional Integrated Development Plan, of the Regional Planning Scheme and of 47 local Development Plans.
Results at national level
UNDP ART in Senegal has led to the capitalization of good practices and of its methodology for future duplication in other regions of the country. As such, it has facilitated the generalization of the territorial and the participative approach at the national level. The Programme has also supported the building and the development of new partnerships with decentralized cooperation actors.
