From 28th of September to 5th of October, European and Colombian experts from local and regional government institutions will visit Ecuador, within the framework of the ISTEPS initiative, promoted by the United Nations Development Programme (UNDP) through the Program of Articulation of Territorial Networks for Sustainable Human Development (ART- International).
Prior to this activity, the first interchange mission was carried out from the 8th to 14th of April 2014. This visit allowed the Ecuadorian actors to know, first hand, the results of the history of transformation of European territories, the key elements of its success, problems and lessons learned. The mission allowed for recognition of the experiences in the Basque Country and Bilbao, Marseille, Milan and Barcelona.
The objective of the ISTEPS initiative is to strengthen the Ecuadorian prioritized territories (Carchi, Esmeraldas and Cuenca) through the transfer of knowledge by the technical experts of the European territories regarding the production matrix; through the promotion of tools and mechanisms of local economic development: innovation, entrepreneurship spirit; focusing on agro-industrial and tourism topics. This effort is part of a bigger implementation framework of the new global agenda for development (Agenda 2030 and its Sustainable Development Objectives) at local level; a process in which Ecuador plays a main role. The good practices that may result from this experience could be repeated at national, regional and global level.
During the first day of their visit, the experts met in the United Nations Ecuador building in order to become acquainted with the Ecuadorian context; a presentation of the initiatives of the Ecuadorian territories and counterparts; and, the definition of the objectives and interchange between territories.
Among the scheduled activities of the mission, the technicians will travel to the Carchi and Esmeraldas provinces and to the city of Cuenca to support Provincial and Municipality Governments in the defined priorities for each territory.
The expected results of this mission are the interchange of knowledge between European and Ecuadorian territories to strengthen the transformation of the production matrix; strengthen the implementation of the new global agenda at national and local level, based on the prioritized topics by the national government and each territory. A short and medium term roadmap will be drafted and approved by all the participant institutions thanks to the facilitation of UNDP Ecuador and the UNDP ART International initiative. The closing meeting of the mission and the approval of the roadmap will count on the participation of the national institutions that are leading and supporting the production matrix change process; the representatives of the International Cooperation present in the country, in order to articulate the process with the national politics and contribute to the coordination of the international cooperation based on the requests of the country and the territories.
